178 Common defence policy in the context of EU law Abstract: This thesis deals with the common defence policy in the context of EU law. The common defence policy is an undefined area of the EU's common defence and security policy. The first part of the work is devoted to the necessary theory of security policy, the theoretical concept of grand strategy, deterrence strategy and a brief history of the security integration of Europe, up to the establishment of the European Union and the increasingly extensive legal regulation of the area of common security and defence policy. Special emphasis is placed on the presentation of less well-known concepts in the Czech Republic, such as the theory of grand strategy, the theoretical approach to the formation of an ends-ways-means strategy and peace research. Peace is seen in the work as an ideal state, which itself, however, needs wider theoretical research. An understanding of peace theory is important for understanding the steps the European Union must take towards potential allies and systemic adversaries in order to ensure the security of its sovereignty, democracy and the lives, health and property of its citizens and residents. Common Security and Defence Policy: Civilian Crisis Management of the European Union - A Geopolitical Perspective

The aim of my work is to apply the political-geographical or geopolitical optics to a specific foreign security activities of the EU, i.e. to put political aims and activities of political-geographical framework. In geopolitical terms, it is necessary to assess the potential and the current deployment of civilian missions. For this purpose, in accordance with the hypothesis of my work, that the civilian aspects of crisis management CSDP are based mainly on the willingness and desire of Member States in a given area or country involved should be analyzed for the three major priorities of Member States (UK, Germany and France) in civilian areas (see National Security Strategy). The work compares the current activities of EU civil security-CSDP and geopolitical intentions of the three great European powers, Germany, France and Great Britain. Civilian CSDP should concentrate in geographic areas that are of key importance to most member states and especially for three large powers. The question is whether the major European powers reflect their priorities in EU policy in its entirety or whether there are other factors that prevent them from doing so. FOREIGN AND SECURITY POLICY OF THE EU WITH REGARD TO THE LISBON TREATY Common Foreign and Security Policy (CFSP) of the European Union (EU) is from its beginnings to the present time the area that is evolving very slowly with regard to other EU policies. It is a sensitive political issue, traditionally understood as a part of national sovereignty. That is why it has always been facing the reluctance of Member States to limit their powers in this area in favour of the Union. Union is constantly criticised for the lack of consistency of its external actions. Member states feel that it is necessary to "speak with one voice", if they want to have chance to be a legitimate partner to the world powers. It leads to slow enhancing of cooperation in the CFSP matters. Lisbon Treaty entered into force on the 1st December 2009 and brought many changes in the functioning of the EU. The aim of the thesis is to analyse the CFSP and the changes introduced by this Treaty without mentioning European Security and defence Policy. Sanctions within the EU's Common Foreign and Security Policy The purpose of my thesis is to analyse the EU sanctions legislation, with the focus on the most problematic part - sanctions against non-state actors relating to the fight against terrorism. Within this objective I also focus on the analysis of relevant case law, in particular the latest developments at the Court of Justice, which has not yet been sufficiently reflected in the literature. The reason for my research is the intriguing development the application of sanctions has gone through in the EU, regarding the case law and the changes introduced by the Lisbon Treaty. The thesis is composed of five chapters. Chapter One is introductory and defines the term international sanctions and the context of their adoption at the UN level. Chapter Two examines the Common Foreign and Security Policy, which is the tool EU uses for the sanctions application. Chapter Three thoroughly analyses the relevant provisions of the primary law. First part of the chapter focuses on the pre-Lisbon legislation for its importance for the EU case law. Diploma thesis "the European Union's influence on the Middle East" is focused on problems of the European Union and its role and influence in that region. From this thesis is evidence that Europe or the EU took and still take interest in the Middle East and that its influence on that region from 90's of 20th century is getting bigger because of emergent common policy of EU in face of that region. EU increasing influence on the Middle East will be looked about EU foreign policy on the Middle East aimed at its economic and politic or security aims. This thesis is stressed at power-political and human-cultural structure among regions like the basis for understanding of complete influence the EU on that region. In next step the research characterizes foreign policy of the EU on the Middle East from the view of rise and development, actors, instruments and economic and politic or security aims. European Security and Defence Policy - 10 years of plans, hopes, successes and disappointments

European Security and Defence Policy (ESDP), which creates security and defence dimension of the Common Security and Defence Policy of the European Union, is today one of the most dynamically developing European projects. During the ten years of its existence it has demonstrated its sense, vitality, the momentum of development, the ability to respond to current topics, issues and trends, created strong political and military structure and committed to develop its own military capabilities, established integrated strategy for security and defence and create framework for cooperation with NATO. ESDP was able to turn the initial theoretical considerations into political and military practice. EU has launched more than twenty military or civilian missions and gradually began to build a global position as a credible security actor. The entire decade of the ESDP, however, was not only about the venerable results. At the same time, it accompanied the unsuccessful efforts to find consensus among nearly three dozens of Member States, the lack of sufficient resources and skills to empower the real defence connected with military- technical dependence on NATO, the limited flexibility of the system of political decision-making and limits set by the actual nature of the European Union. The Development of EU's Security Policy after 2014

This diploma thesis focuses on the development of the common EU security policy between the years 2014-2019. Its aim is to contribute to a deeper understanding of the rapid progress of the Common Foreign and Security Policy (CFSP) and the Common Security and Defence Policy (CSDP) in recent years, as well as to an explanation of their current functioning. The work seeks to achieve this through the three dominant strands of new institutionalism (historical, rationalist and sociological), which have already proven to be the theories able to clarify the European integration process. The thesis examines the process of EU security integration and its strengthening through the creation of new tools in the security-political dimension. Each theoretical variant focuses on different issues and different part of reality, this way the thesis leads to a more comprehensive explanations. The basic research question set out is as follows: How can we explain the unprecedented development of a common EU security policy using the dominant strands of new institutionalism in the period 2014-2019? From a methodological point of view, it is conducted as a one-case qualitative study.

International legal framework for foreign political missions of the European Union

1 Abstract One of the proclaimed goals of the European Union is to contribute to an "effective multilateral system leading to a fairer, safer and more united world". In order to enable itself to achieve these goals, the EU implemented a number of changes in the field of its common foreign and security policy. One of the most apparent elements of this process became its crisis management operations (CMOs). The progressive development of the ESDP, creation of capabilities enabling the EU to conduct military operations, and continuously raising number of military CMOs, point more and more urgently to the need to analyze these developments through the prism of international law. Out of these facts arises also the main question of the thesis: Has the EU's increasing military emancipation been paralleled by the definition of a clear international legal framework? The thesis is divided in five parts. The first chapter provides an overview of the basic characteristics and present status of the ESDP. European Strategic Autonomy - chances and challenges for Europe

The thesis explores the use of the term European Strategic Autonomy in the Common Security and Defence Policy (CFSP) of the European Union. The security environment around Europe has become increasingly unstable in the last 15 years. The EU Commission has tried to take account of the deteriorating geopolitical landscape by publishing an EU Global Strategy document in 2016 to share its vision for a stronger Europe. The document calls for strategic autonomy without properly defining it. Since then, many policy papers have captured the term and used it as a popular buzzword. Because it has not been properly defined on the political level, European Strategy Autonomy (ESA) was subject to speculations and national interpretations which did not help to advance the debate. Based on an extensive literature review the paper provides a comprehensive understanding by giving an historic overview and presenting different configurations of ESA in the contemporary context. A comparative case study, including France, Germany, and the Czech Republic has been conducted to assess their interpretation of the notion.
